Over the fiscal cliff: Soft or hard landing?

WASHINGTON (AP) ? Efforts to save the nation from going over a year-end "fiscal cliff" were still in disarray as lawmakers returned to the Capitol to confront the tax-and-spend crisis. A tone-setting quotation was Democratic Sen. Harry Reid's assertion that the House under Republican Speaker John Boehner had been "operating with a dictatorship."

President Barack Obama flew back to Washington from Hawaii after telephoning congressional leaders from his Christmas vacation perch. Once back, he set up a meeting with leaders of both parties at the White House late Friday to make a fresh attempt to find a solution before Monday night's deadline.

A look at why it's so hard for Republicans and Democrats to compromise on urgent matters of taxes and spending, and what happens if they fail to meet their deadline:

NEW YEAR'S HEADACHE

Partly by fate, partly by design, some scary fiscal forces come together at the start of 2013 unless Congress and Obama act to stop them. They include:

? Some $536 billion in tax increases, touching nearly all Americans, because various federal tax cuts and breaks expire at year's end.

? About $110 billion in spending cuts divided equally between the military and most other federal departments. That's about 8 percent of their annual budgets, 9 percent for the Pentagon.

Hitting the national economy with that double whammy of tax increases and spending cuts is what's called going over the "fiscal cliff." If allowed to unfold over 2013, it would lead to recession, a big jump in unemployment and financial market turmoil, economists predict.

WHAT IF THEY MISS THE DEADLINE?

If New Year's Day arrives without a deal, the nation shouldn't plunge onto the shoals of recession immediately. There still might be time to engineer a soft landing.

So long as lawmakers and the president appear to be working toward agreement, the tax hikes and spending cuts could mostly be held at bay for a few weeks. Then they could be repealed retroactively once a deal was re

ached.

The big wild card is the stock market and the nation's financial confidence: Would traders start to panic if Washington appeared unable to reach accord? Would worried consumers and businesses sharply reduce their spending? In what could be a preview, stock prices in the U.S. and Europe dropped Friday on waning hopes that Obama and key lawmakers would reach an 11th-hour compromise.

Federal Reserve Chairman Ben Bernanke has warned lawmakers that the economy is already suffering from the uncertainty and they shouldn't risk making it worse by blowing past their deadline.

WHAT IF THEY NEVER AGREE?

If negotiations between Obama and Congress collapse completely, 2013 looks like a rocky year.

Taxes would jump $2,400 on average for families with incomes of $50,000 to $75,000, according to a study by the nonpartisan Tax Policy Center. Because consumers would get less of their paychecks to spend, businesses and jobs would suffer.

At the same time, Americans would feel cuts in government services; some federal workers would be furloughed or laid off and companies would lose government business. The nation would lose up to 3.4 million jobs, the Congressional Budget Office predicts.

"The consequences of that would be felt by everybody," Bernanke says.

THE TAXES

Much of the disagreement surrounds the George W. Bush-era income tax cuts, and whether those rates should be allowed to rise for the nation's wealthiest taxpayers. Both political parties say they want to protect the middle class from tax increases.

Several tax breaks begun in 2009 to stimulate the economy by aiding low- and middle-income families are also set to expire Jan. 1. The alternative minimum tax would expand to catch 28 million more taxpayers, with an average increase of $3,700 a year. Taxes on investments would rise, too. More deaths would be covered by the federal estate tax, and the rate climbs from 35 percent to 55 percent. Some corporate tax breaks would end.

The temporary Social Security payroll tax cut also is due to expire. That tax break for most Americans seems likely to end even if a fiscal cliff deal is reached, now that Obama has backed down from his call to prolong it as an economic stimulus.

THE SPENDING

If the nation goes over the fiscal cliff, budget cuts of 8 percent or 9 percent would hit most of the federal government, touching all sorts of things from agriculture to law enforcement and the military to weather forecasting. A few areas, such as Social Security benefits, Veterans Affairs and some programs for the poor, are exempt.

THERE'S MORE AT STAKE

All sorts of stuff could get wrapped up in the fiscal cliff deal-making. A sampling:

? Some 2 million jobless Americans may lose their federal unemployment aid. Obama wants to continue the benefits extension as part of the deal; Republicans say it's too costly.

? Social Security recipients might see their checks grow more slowly. As part of a possible deal, Obama and Republican leaders want to change the way cost-of-living adjustments are calculated, which would mean smaller checks over the years for retirees who get Social Security, veterans' benefits or government pensions.

? The price of milk could double. If Congress doesn't provide a fix for expiring dairy price supports before Jan. 1, milk-drinking families could feel the pinch. One scenario is to attach a farm bill extension to the fiscal cliff legislation ? if a compromise is reached in time.

? Millions of taxpayers who want to file their 2012 returns before mid-March will be held up while they wait to see if Congress comes through with a deal to stop the alternative minimum tax from hitting more people.

CALL THE WHOLE THING OFF?

In theory, Congress and Obama could just say no to the fiscal cliff, by extending all the tax cuts and overturning the automatic spending reductions in current law. But both Republicans and Democrats agree it's time to take steps to put the nation on a path away from a future of crippling debt.

Indeed, the automatic spending cuts set for January were created as a last-ditch effort to force Congress to deal with the debt problem.

If Washington bypassed the fiscal cliff, the next crisis would be just around the corner, in late February or early March, when the government reaches a $16.4 trillion ceiling on the amount of money it can borrow.

Boehner says Republicans won't go along with raising the limit on government borrowing unless the increase is matched by spending cuts to help attack the long-term debt problem. Failing to raise the debt ceiling could lead to a first-ever U.S. default that would roil the financial markets and shake worldwide confidence in the United States.

To avoid that scenario, Obama and Boehner are trying to wrap a debt limit agreement into the fiscal cliff negotiations.

SO WHAT'S THE HOLDUP?

They're at loggerheads over some big questions.

Obama says any deal must include higher taxes for the wealthiest Americans. Many House Republicans oppose raising anyone's tax rates. Boehner tried to get the House to vote for higher taxes only on incomes above $1 million but dropped the effort when it became clear he didn't have the votes.

Republicans also insist on deeper spending cuts than Democrats want to make. And they want to bring the nation's long-term debt under control by significantly curtailing the growth of Medicare, Medicaid and Social Security ? changes that many Democrats oppose.

Obama, meanwhile, wants more temporary economic "stimulus" spending to help speed up a sluggish recovery. Republicans say the nation can't afford it.

IT'S NOT JUST WASHINGTON

Seems like they could just make nice, shake hands and split their differences, right?

But there's a reason neither side wants to give ground. The two parties represent a divided and inconsistent America. True, Obama just won re-election. But voters also chose a Republican majority in the House.

Republicans and Democrats alike say they are doing what the voters back home want.

Neither side has a clear advantage in public opinion. In an Associated Press-GfK poll, 43 percent said they trust the Democrats more to manage the federal budget deficit and 40 percent preferred the Republicans. There's a similar split on who's more trusted with taxes.

About half of Americans support higher taxes for the wealthy, the poll says, and about 10 percent want tax increases all around. Still, almost half say cutting government services, not raising taxes, should be the main focus of lawmakers as they try to balance the budget.

When asked about specific budget cuts being discussed in Washington, few Americans express support for them.

THE COUNTDOWN

Time for deal-making is short, thanks to the holiday and congressional calendars. Some key dates for averting the fiscal cliff:

? Lawmakers didn't begin returning to the Capitol until Thursday, leaving less than a week to vote on a compromise before year's end.

? Obama returned Thursday from his Christmas vacation in Hawaii. The president asked congressional leaders to the White House Friday to try to resolve the fiscal cliff.

? If lawmakers reach Dec. 31 without a deal, some economists worry that the financial markets might swoon.

? The current Congress is in session only through noon Eastern time on Jan. 3. After that, a newly elected Congress with 13 new senators and 82 new House members would inherit the problem.

GOP Senator Graham: Chances 'Exceedingly Good' for Limited Cliff Deal

Republican Senator Lindsey Graham said on Sunday that chances for a limited "fiscal cliff" deal in the next 48 hours were "exceedingly good," as talks to avoid tax increases and spending cuts on New Year's Day went down to the wire.

"I think people don't want to go over the cliff if we can avoid it," Graham, a leading conservative, said on Fox News Sunday.

He predicted that Republicans in Congress were going to accept some form of tax increases for wealthier Americans and this would hand a victory to President Barack Obama, although a leading Democrat warned of a big gap in talks between the parties.

Obama was "going to get tax-rate increases" on upper income Americans in the talks as he wants, Graham said.

The leading Senators from both parties are working on a stopgap fiscal cliff deal to avoid taxes increasing for almost all Americans on New Year's Day. They would probably leave the details of some other thorny fiscal issues, like government spending cuts, until January.

Graham urged Republicans to make a stand later when the time comes for Congress to decide on raising the debt ceiling.

"This deal won't affect the debt situation, it will be a political victory for the president and I hope we'll have the courage of our convictions when it comes time to raise the debt ceiling to fight for what we believe as Republicans, but hats off to the president, he won," Graham said.

Lawmakers are seeking a last-minute deal that would set aside $600 billion in tax increases and across-the-board government spending cuts that are set to start within days. If Congress does not act, the measures would likely push the United States into a recession.

Senator Richard Durbin, a member of the Democratic leadership, told the "Face the Nation" show on CBS that there was still a "chasm" between the two parties in fiscal cliff negotiations, but anything was possible when Congress faced a deadline.

Graham said that if the Senate was unable to come up with the votes, it would be more difficult for any deal to get through the House of Representatives.

"And I want to vote for it, even though I won't like it ... because the country has got a lot at stake here," he said.

South Florida cops are hitting the brakes, new data show

The trend is dramatic and definite: South Florida cops have slowed down big time.

The Sun Sentinel examined new SunPass data and found police speeding has dropped significantly since the newspaper published its "Above the Law" investigative series in February.?

The investigation found nearly 800 officers from a dozen agencies averaging 90 to 130 mph between highway tollbooths. Many of those lead-foot cops were speeding to and from work.

SunPass toll records for the same agencies from mid-February through October show an 84 percent drop in high-speed incidents over the same period last year, the Sun Sentinel has calculated.

"It seems like the message has been received by South Florida law enforcement to slow down," Margate Police Chief Dana Watson said.

The records show excessive speeding by cops to and from work in their take-home cars virtually ended in late spring as police departments began disciplining officers based on the newspaper's investigation.

In Broward County, cops became much more mindful of the speed limit. Officers from Davie, Plantation and Sunrise hit speeds over 90 mph a total of only 10 times, compared to 160 times last year.

A SunPass transponder assigned to a Pembroke Pines officer who had been commuting through Miami-Dade County as fast as 105 mph never registered a speed above 79 mph.

In Fort Lauderdale and Margate, no cop with a transponder drove above 90 mph after the Sun Sentinel investigation, according to the records

High-speed incidents overall fell to 495, down from 3,179 during the same period in 2011.

Some South Florida commuters have noticed.

"I see them speeding a little bit, but not to the extent they were before," said Scott Spizman of Plantation, who drives 100 miles a day to and from his job in West Palm Beach. "It seems a lot safer out there."

The new trend captured by the data shows:

? Cops at 11 of the 12 law enforcement agencies examined in the Sun Sentinel series slowed down in 2012. (For the 12th, the Miami-Dade Police Department, SunPass records are no longer available).

? Only one in 13 police cars registered speeds above 90 mph, compared to one in four last year.

? Habitual speeding stopped. Cops are no longer pushing the speedometer past 95 or 100 mph day in and day out.

Leaders in South Florida law enforcement welcomed the change. They say off-duty speeding and speeding in non-emergencies is not only dangerous and deadly ? but also erodes citizens' confidence in police fairness.

"It's something that I continue to remind them of,'' said Watson, Margate's chief. "We're here to uphold the law, and we're expected to abide by it.''

One cop, rampant speeding

It was one Miami cop's blatant disregard for speed limits a year ago that brought scrutiny of the driving habits of all South Florida law enforcement officers.

From gay marriage to oil spills, Canada Party hopes to solve America's woes

They launched their 2012 U.S. presidential campaign before the Republican party had named its nominee, and now the Canada Party is champing at the bit to do it all again in 2016.

Chris Cannon and Brian Calvert may not have thrown a wrench in Barack Obama's bid for re-election, but they secured themselves a loyal online following when they released a video touting Canada's virtues as a prospective tenant of the White House.

Since then, their wry blend of barbed satire and political commentary has made its way onto television networks on both sides of the border and even local book shelves.

It was a surprising turn of events for Cannon and Calvert, Vancouver-based friends who saw themselves collaborating on a web series rather than refining the details of the country's "canadacy" for the U.S. top job.

But Cannon, a former U.S. marine and present-day freelance journalist who writes under a nom de plume, says the months of hurling political barbs have only heightened the pair's commitment to the political game.

"This whole campaign has basically been the pre-season," Cannon said in a telephone interview. "We feel like the next four years is going to be regular season, and then playoffs in 2016.

The video that first garnered widespread attention features the bearded Calvert extolling the virtues of Canada before a crackling fire and a photograph of the Queen.

Calvert's monolog is laced with digs at the U.S. political climate, but doesn't spare any sacred cows from his homeland either.

At one point in the video, a list of leading Canadian indicators scrolls up the screen.

It says Canada leads the U.S. in crime prevention, the employment rate, Bigfoot sightings and bear attacks, among other things.

"And that's just what our hippies have accomplished,'' he intones. "Wait 'til you see our redneck cred.''

It wasn't long before the video had gone viral, resulting in a slew of interview requests for the brains behind the operation. Calvert and Cannon found themselves appearing on networks ranging from CNN and the BBC to Canada's Sun TV.

Reaction to the video was largely positive, Calvert said, adding it brought about an unexpected serge of patriotism from Canadian viewers.

"Even though it's in a very Canadian, helpful tone, Canadians really rallied behind that to say, 'yeah, we really are better than America!' when that wasn't it at all," Calvert said. "We were really pointing out our own shortcomings, as much in our minds, as we were America's."

As the presidential campaign swung into high gear in the U.S., Cannon and Calvert realized the public had an appetite for their brand of take-no-prisoners satire. The men joined forces once again, this time to produce a book outlining their vision in more detail.

"America, but Better: the Canada Party Manifesto" outlines the fictitious party's views on everything from education to the obesity epidemic, scouring targets to left and right, north and south.

Cannon readily concedes the pair espouse left-wing views, but maintains their personal opinions aren't what motivate their attacks on prominent figures of the American right.

"We chase the hypocrisy, we see the absurdity in American politics, and it's not our fault that some people are a lot more absurd than others," he said.

"Every once in a while we'll get a comment on our facebook site or something saying, 'why don't you pick on the left as much?' You can only make fun of the democrats' inefficiency so much before you realize that Newt Gingrich has become the spokesman for the sanctity of marriage."

The election fracas may have subsided in Washington, but the Canada Party is just gearing up for more action.

Cannon and Calvert have already announced their intention to run in the 2016 election, extending an invitation to fellow satirist Stephen Colbert to join the ticket as a vice-presidential running mate.

Even in these early days, the party has offered a glimpse of what their platform will offer.

"We stand by the promises we've made in this campaign, such as allowing one gay couple to marry for every straight couple that gets divorced, allowing one abortion for every inmate on death row, and inventing a vehicle that runs on maple syrup so pipeline spills will just make for tastier animals," Calvert says on one recent video.

Until then, the Canada Party is offering assurances to U.S. voters:

"Stick with us, America, because we're still your continental BFF, and we're going to stick with you. And if you don't elect us in 2016, we're going to pat ourselves on the back for trying, then build a giant wall with wheels on it so we can roll it north as global warming approaches."

China clamps down on Internet restrictions

The Chinese government issued new rules Friday handing Internet companies a greater role in Internet censorship in a country where the Internet offers a rare opportunity for debate.

China unveiled tighter Internet controls on Friday, legalizing the deletion of posts or pages that are deemed to contain "illegal" information and requiring service providers to hand over such information to the authorities for punishment.

The rules signal that the new leadership headed by Communist Party chief?Xi Jinping?will continue muzzling the often scathing, raucous online chatter in a country where the Internet offers a rare opportunity for debate.

The new regulations, announced by the official Xinhua news agency, also require Internet users to register with their real names when signing up with network providers, though, in reality, this already happens.

Chinese authorities and Internet companies such as Sina Corp have long since closely monitored and censored what people say online, but the government has now put measures such as deleting posts into law.

"Service providers are required to instantly stop the transmission of illegal information once it is spotted and take relevant measures, including removing the information and saving records, before reporting to supervisory authorities," the rules state.

The restrictions follow a series of corruption scandals amongst lower-level officials exposed by Internet users, something the government has said it is trying to encourage.

Li Fei, deputy head of parliament's legislative affairs committee, said the new rules did not mean people needed to worry about being unable to report corruption online. But he added a warning too.

"When people exercise their rights, including the right to use the Internet, they must do so in accordance with the law and constitution, and not harm the legal rights of the state, society ... or other citizens," he told a news conference.

Chinese Internet users already cope with extensive censorship measures, especially over politically sensitive topics like human rights and elite politics, and popular foreign sites Facebook,?Twitter?and Google-owned?YouTube?are blocked.

Earlier this year, the government began forcing users of Sina's wildly successful?Weibo microblogging platform?to register their real names.

The new rules were quickly condemned by some?Weibo?users.

"So now they are getting?Weibo?to help in keeping records and reporting it to authorities. Is this the freedom of expression we are promised in the constitution?" complained one user.

"We should resolutely oppose such a covert means to interfere with Internet freedom," wrote another.

The government says tighter monitoring of the Internet is needed to prevent people making malicious and anonymous accusations online, disseminating pornography and spreading panic with unfounded rumours, pointing out that many other countries already have such rules.

Despite periodic calls for political reform, the party has shown no sign of loosening its grip on power and brooks no dissent to its authority.

Judge approves Toyota's settlement

SAN FRANCISCO --?A U.S. judge granted preliminary approval on Friday to Toyota Motor Corp's $1.1 billion settlement of a class-action lawsuit brought by consumers who lost value on their cars due to sudden, unintended acceleration.

U.S. District Judge James Selna in Santa Ana, Calif., scheduled a hearing in June for final approval of the deal, which was announced this week. It provides $500 million in cash for plaintiffs, plus installation of break override systems and a customer support program valued at about $600 million combined.

"Settlement will likely serve the interests of the class members better than litigation," Selna wrote.

Plaintiff lawyer Steve Berman said he was pleased with the favorable comments in Selna's order. Toyota spokeswoman Julie Hamp said the company was gratified by Selna's approval of the settlement, "which will provide value to our customers and provides an extra measure of confidence in their vehicles."

About 16 million Toyota, Lexus and Scion vehicles sold in the United States spanning the model years 1998 to 2010 are covered by the settlement. Company officials have maintained that the electronic throttle control system was not at fault, instead blaming ill-fitting floor mats and sticky gas pedals.

A study by federal safety officials at the National Highway Traffic Safety Administration and NASA found no link between reports of unintended acceleration and Toyota's electronic throttle control system.

Toyota, the No. 3 automaker in the U.S. market, admitted no fault in proposing the settlement, one of the largest U.S. mass class-action litigations in the automotive sector. One plaintiff's law firm called it the largest settlement in U.S. history involving auto defects.

However, the deal does not cover wrongful death or injury lawsuits, believed to total more than 300 according to a Toyota filing in June.

Toyota's recall of its vehicles between 2009 and 2011 relating to the unintended acceleration issue hurt its reputation for reliability and safety.

But the automaker's sales were up almost 29 percent in 2012 through November, compared with a 14 percent increase in the industry, and Toyota's share of the U.S. market has risen to 14.4 percent from 12.7 percent in 2011.

In his order on Friday, Selna said the settlement is fair, given the risks of further litigation and the complicated legal rulings he has issued throughout the case.

"Some of these rulings have been favorable to plaintiffs, some have been favorable to Toyota," Selna wrote. "Were the parties to proceed to a fully litigated result, virtually any outcome would face the risk of uncertainty upon appellate review of these rulings."

Selna also approved up to $200 million in attorneys' fees, saying the amount falls within 25 percent of the total settlement which is the benchmark established by appellate law.

And so another regular season comes to an end.

For some players, it is just a prelude to greater heights in the postseason. For others, it is one last chance to leave a good impression at the end of a disappointing season for the team. And for a final group, it won?t be anything but a chance to put on street clothes festooned with logos to watch a game from the sideline because of an injury.

This post is about that last group of players. The final injury reports for Week 17 are in and we?ve got a look at who?s been ruled out for Sunday and which players are still up in the air.

Buccaneers at Falcons

The Falcons will be without safety William Moore (hamstring) and cornerback Christopher Owens (hamstring) for their playoff tuneup. Wide receiver Roddy White (knee), defensive end Jonathan Babineaux and defensive tackle Corey Peters are all questionable. Guard Roger Allen is doubtful for Tampa with a groin injury.

Jets at Bills?

The Jets ruled out cornerback Aaron Berry (hamstring) for their finale. Tight end Dustin Keller (hamstring), quarterback Greg McElroy (concussion), linebacker Bryan Thomas (chest) and wide receiver Chaz Schilens (knee) are all doubtful. 17 other Jets are probable, while the organization?s future is questionable. Defensive end Mark Anderson?s disappointing first season with the Bills will end with him still benched by a knee injury.

Ravens at Bengals

Cornerbacks Jason Allen (hamstring) and Terence Newman (groin) are questionable for the Bengals. The Ravens have seven questionable players, including wide receiver Anquan Boldin and defensive tackle Haloti Ngata, and are expected to rest some starters ahead of the postseason.

Bears at Lions

Safety Chris Conte (knee) and linebacker Blake Costanzo (hamstring) are out for Chicago and linebacker Brian Urlacher (hamstring) is doubtful after returning to practice on Friday. Running back Matt Forte (ankle) is probable. The Lions won?t have defensive tackle Sammie Hill (toe) and they listed safety Louis Delmas (knee) and cornerback Chris Houston (hamstring/hip) as questionable.

Texans at Colts

Cornerback Alan Ball (foot) remains out for the Texans. Running back Arian Foster is probable after leaving last week?s game with an irregular heartbeat.?Running back Delone Carter (ankle), defensive tackle Antonio Johnson (ankle), defensive end Cory Redding (quad) and center Samson Satele (ankle) are all out for Indy.

Panthers at Saints

It feels like running back Jonathan Stewart has been questionable for the entire season with an ankle injury, so it is fitting that he?ll close out the year that way. A knee injury will keep Saints running back Pierre Thomas out of the lineup and a concussion will keep cornerback Jabari Greer out as well.

Eagles at Giants

If the Giants win on Sunday, they?ll likely do it without cornerback Prince Amukamara (hamstring), defensive tackle Chris Canty (knee) and cornerback Jayron Hosley (quad). The Giants are very thin at if neither Amukamara nor Hosley answers the bell. Safety Kenny Phillips (knee), wide receiver Hakeem Nicks (knee) and defensive end Justin Tuck (shoulder) are all questionable. Eagles defensive tackle Fletcher Cox (concussion) and linebacker Mychal Kendricks (concussion) will miss the final game of their rookie seasons.

Browns at Steelers

The Browns ruled out cornerback?Sheldon Brown (concussion/foot), tight end Jordan Cameron (concussion), quarterback Colt McCoy (shoulder), running back Trent Richardson (ankle) and quarterback Brandon Weeden (shoulder). Tackle?Mike Adams (ankle), cornerback Curtis Brown (ankle), linebacker Marshall McFadden (abdomen) and wide receiver Mike Wallace (hip) will not close out the year for the Steelers.

Jaguars at Titans

Offensive lineman Uche Nwaneri (concussion) is out for the otherwise healthy Jaguars. Running back Chris Johnson (ankle) and wide receiver Kendall Wright (rib) are questionable for the Titans. Local interest is doubtful.

Chiefs at Broncos

A full third of the Chiefs roster is on the injury report, but running back Jamaal Charles (illness) is probable. He?s been the one most worth watching anyway. The Broncos ruled cornerback Tracy Porter out with a concussion and kick returner Trindon Holliday is doubtful with a sprained ankle.

Packers at Vikings

Vikings defensive end Brian Robison (shoulder) and cornerback Antoine Winfield (knee/hand) are both questionable. Running back Adrian Peterson is probable with the abdominal injury he picked up last weekend. Wide receiver Randall Cobb (ankle) is questionable after spending most of the week watching practice. Wide receiver Jordy Nelson is probable to return from a hamstring injury.

Dolphins at Patriots

Wide receiver Davone Bess (back) will miss his third straight game for the Dolphins. Defensive tackle Randy Starks missed another week of practice for non-injury reasons, but played in Week 16. Another masterpiece for Bill Belichick as the Patriots coach turns in 20 questionable players for this weekend. Cornerback Marquice Cole (finger) is actually doubtful, which may mean that finger?s never getting any better.

Raiders at Chargers

The Raiders won?t have quarterback Carson Palmer (ribs/lung) and safety Tyvon Branch (neck/ankle) is questionable. Running back Ronnie Brown (hamstring) is questionable for the home team.

Rams at Seahawks

Cornerback Walter Thurmond (hamstring) is out and cornerback Marcus Trufant is probable to return from the same injury for the Seahawks. The Rams had all players participate fully in their final practice of the year on Friday.

Cardinals at 49ers

Cardinals wide receiver Early Doucet will miss another game with a concussion. Tackle Nate Potter (ankle) is questionable to be defending Brian Hoyer?s blindside. The 49ers are listing defensive lineman Justin Smith (triceps) as doubtful and tight end Vernon Davis (concussion) is questionable.

Cowboys at Redskins

Linebacker Ernie Sims is questionable because of a concussion, but the rest of the Cowboys other than defensive tackle Jay Ratliff (sports hernia surgery) are likely to play. Redskins tackle Tyler Polumbus practiced on Friday and is questionable to return from a concussion.

Tumor boards may add little to VA cancer care

NEW YORK (Reuters Health) - Getting doctors together to discuss the best treatments for cancer patients in U.S. Veterans Affairs hospitals was only linked to a minor improvement in care in a large new study.

Analyzing the records of 138 VA medical centers, researchers found that the presence of a so-called tumor board - a group of cancer treatment experts - only affected seven out of 27 measures of quality and processes in patient care, and not always for the better.

"This does not support the hypothesis that tumor boards are doing a lot to improve care," said Dr. Nancy Keating from Boston's Harvard Medical School and Brigham and Women's Hospital, the study's senior author.

Tumor boards are a standard part of medical care in the U.S. and are generally made up of several different types of doctors, including surgeons and radiation oncologists, who review patients' cases and make recommendations for their treatment.

The study's authors write in the Journal of the National Cancer Institute that previous research found hospitals dedicate about 50 hours per month of their doctors' time to participation in tumor boards.

"It is interesting that despite the fact that tumor boards seem like a good thing and they are so well established, there is so little literature on them," said Keating.

She and her colleagues wanted to know whether tumor boards actually made a difference.

To do that, they linked together information and records from the VA's 138 medical centers on cancer patients treated between 2001 and 2004.

The team found that 75 percent of the medical centers had at least one tumor board that discussed most of the conditions the researchers were interested in: colorectal, lung, prostate, breast and blood cancers.

Then, using established national guidelines, the researchers developed a list of 27 markers for the quality and type of care patients received.

For example, the researchers checked whether patients with stage II or III rectal cancer got the recommended dose of chemotherapy and radiation before surgery to remove the cancer.

Overall, the researchers found the presence of a tumor board was only linked with differences in seven of the 27 markers.

"And some of those seven were actually a situation where the tumor board was associated with worse care," Keating said.

In addition, recommended care for specific types of malignancies, such as blood cell cancers, was more often seen in centers with no tumor board (56 percent) or only a general tumor board (61 percent) than in centers with tumor boards specializing in blood cancers (39 percent).

"This is a little bit off-putting because it challenges the conventional wisdom that tumor boards are a good thing," said Dr. Douglas Blayney, a professor of medicine at the Stanford School of Medicine in California.

"I think the main issue that remains to be answered: Did the recommendations of the tumor boards actually get carried out?" added Blayney, who wrote an editorial accompanying the study.

"We think patients benefit from having their cases reviewed at the outset, but we leave it to the medical system to get acted upon," he said.

Keating said researchers need to do a "deep dive" into tumor boards to find out more. She said they still need to know how the tumor boards are structured, and what types of cases are discussed.

Until then, "I do think that people and centers who are investing time and energy in their tumor boards should really think about how they are structured, and if they're set up in a way to improve patient care," she said.

Blayney told Reuters Health that he doesn't think hospitals should scrap their tumor boards based on these findings, because there are new possibilities with new technology.

"The promise of telemedicine technology makes extra use of academic centers available to patients who may live in rural locations and doctors who are remote from the academic centers," he said.

For example, the rural doctors of a woman with breast cancer can conference with a tumor board that specializes in breast cancer at a large, urban academic center.

"Again it's tapping into the knowledge and experience of a broad range of physicians," Blayney said.

PFT: 'Fail Mary' still looms over the postseason

The good news for the folks who work at 345 Park Avenue is that the Seahawks? postseason berth, clinched with a week to play, won?t be tainted by the Week Three win that everyone except card-carrying members of the 12th man believe the team didn?t deserve.

The bad news is that the 14-12 win over the Packers could still be viewed as spoiling the final playoff seeding.

If the Seahawks beat the Rams, if the Packers lose to the Vikings, and if the 49ers fall to the Cardinals, Seattle will win the NFC West ? and catch the Packers with an 11-5 record.

Breaking the tie would be Seattle?s ill-gotten head-to-head win over the Packers from Week Three, giving Seattle a bye and a home game in the divisional round.

Then, if the Falcons fall in divisional round, Seattle would host the NFC title game.

Right or wrong, it would all be traced back to a Monday night in September.

Seahawks fans don?t like it when we remind them of the potential impact of the win over Green Bay on the perception that Seattle?s standing has received an undeserved boost.? And that?s understandable.

But the league office openly has acknowledged that offensive pass interference should have been called on the play.? Moreover, Golden Tate could not have has simultaneous possession of a ball on which he had one hand while M.D. Jennings had two.? As a result, objective fans will continue to believe that the final game of the officiating lockout has given the Seahawks an undeserved advantage when it comes to the configuration of the postseason field.

They may be right, they may be wrong.? Either way, fans will believe it.

In the end, it likely won?t matter.? The 49ers host the Cardinals.? The 49ers should easily beat the Cardinals.? If that happens, Seattle will be a wild card and the ?Fail Mary? will have no impact whatsoever on the postseason field.

Surely, that?s the outcome the league office secretly is rooting for.

LG 2013 Google TVs controlled like Siri, Wii

In 2012 LG began selling Google HDTV with just two models. For 2013 LG?s Google TV lineup updates and expands with two series (GA 7900 and GA 6400) consisting of seven models in five screen sizes.? Major new features include a second generation Magic Qwerty remote, the ability to voice search programs and a near borderless screen.

The GA 7900 series (pictured) includes 47 and 55-inch?edge lit LED LCD screen sizes. The Google graphic user interface?permits Internet browsing as well as access to movie services from Netflix and Amazon Instant, apps and premium TV video-on-demand such as HBO GO (provided you have the corresponding subscriptions).

The GUI can be navigated by voice, or tilting the LG Magic Remote control (like a Wii controller). The remote?s built-in microphone allows you?Siri-like control. Say ?go to ABC? and the LG Google TV will change channels. Or speak a search term like ?romantic comedy? and the LG Google TV will provide an on-screen list of programs available in that genre. In addition, LG?s PrimeTime Quick Guide permits browsing of more than 100,000 movies and Tv programs.

Newtown, Narcissism, and the Romancing of RageHow do we respond constructively to the terrible carnage in Newtown, CT?

Many voices have already been heard on this vexing question. But only a few commentators have recognized that such rare and tragic events are but a small part of the widespread violence in this country.

A mass shooting may be likened to the sudden eruption of a volcano on a slowly sinking island ? the volcano gets the attention and publicity, and few stop to ask why the island is sinking.

To be sure, we must reduce the easy availability of lethal weapons and ammunition in this country; improve access to mental health services for severely disturbed persons; and enhance our coordination with school personnel, so that we can prevent alienated and disaffected youth from acting on their violent impulses. No other considerations should distract us from these goals, or be used as an excuse for inaction on any front ? particularly with respect to firearms control.

And yet, more fundamentally, we must also address what I call ?the romancing of rage? in our society ? the many ways in which American culture fosters and even valorizes angry, aggressive behavior.

In their 2004 study of angry and violent youth, Sandra P. Thomas, PhD and Helen Smith, PhD cited data showing that among U.S. teenagers, 75 percent of boys and more than 60 percent of girls had hit someone in the past 12 months ?because they were angry.? Thomas and Smith opined that, ?Out-of-control anger behavior appears to be rampant among youth, perhaps echoing the behavior modeled by adults who engage in road rage, air rage, and desk rage.?

I believe that poor role models for our children are more likely than violent movies or video games to foster violence ? though grotesque, video depictions of casual killing may sometimes ?tip the balance? toward violence, in susceptible young people.

Along with widespread anger and aggressive behavior in our society is ??the relentless rise of narcissism in our culture,? as Jean M. Twenge, Ph.D and W. Keith Campbell, Ph.D described in their book, The Narcissism Epidemic: Living in the Age of Entitlement. All too often, our adolescent children are encouraged to believe that there is nothing more vital than meeting their own immediate needs, regardless of how others are affected. When this excessive focus on one?s own wishes merges with surging anger and resentment ? often in the context of bullying by peers ? violence may follow. Add to this mix the millions of readily-available, lethal weapons in the country, and we have the proverbial recipe for disaster.

There are no quick or easy solutions to these deep-seated societal problems. But on the level of parent-child relations, I believe we must teach our children how to self-monitor and modulate their anger, so that when they are provoked or bullied, they have the appropriate skills to restrain their natural inclination to retaliate.

The great spiritual traditions have emphasized the need to control anger in all its pathological forms. In Judaism, anger is compared to idolatry ? for when we are consumed with rage, we engage in a kind of self-worship. In the Buddhist tradition, anger is considered one of the ?three poisons,? along with greed and ignorance. And in the philosophy of the ancient Stoics, intense anger is considered ?? the most hideous and frenzied of all the emotions,? to cite Seneca?s words. All these traditions teach methods for reducing anger, and our secular culture can learn a great deal from these ancient sources.

We will never eliminate anger or violence, nor will any single remedy prevent more Newtowns. We will need a multi-faceted effort at all levels of school, government, and family, over the course of many years. But right now, all of us can help by counteracting our culture?s ?romance of rage? ? and by inculcating the importance of self-restraint.

U.S. retailers may not see a sales surge this weekend as ho-hum discounts and fears about imminent tax hikes and cuts in government spending give Americans fewer reasons to open their wallets in the last few days before Christmas.

The acrimonious debate in Washington over how to avoid the so-called "fiscal cliff" is one of a number of concerns weighing on shoppers, experts said, as consumers head to malls on the last Saturday ahead of the holiday - typically one of the busiest shopping days of the year.

"I don't think we're going to get a great pickup in the last few days here," said Ron Friedman, retail practice leader at consulting firm Marcum LLP, explaining how the uncertainty related to the "cliff" was weighing on American minds.

Some shoppers agreed.

"That whole fiscal cliff thing is a bit nerve-wracking, and we're trying to save a bit of money for some (home construction) projects next year," Emma Carrington, 43, said while shopping at the Westfield Old Orchard Mall in Skokie, Illinois.

The mother of three, who was at a Barnes & Noble store on Saturday to buy her husband a Nook e-reader, said she was spending less than last year.

Many others are also being cautious.

"We just try to stay on a budget. We're not going crazy," said Tom Chowinski, a market researcher at Nielsen, who was shopping with his wife for their four adult children on Saturday morning at a Wal-Mart store in Westbury, New York.

U.S. consumer sentiment plummeted in December as Americans were unnerved by ongoing negotiations. The Thomson Reuters/University of Michigan's final reading on the overall index on consumer sentiment tumbled to 72.9 from 82.7 in November, worse than forecasts for 74.7. It was the lowest level since July.

"Whenever you introduce anxiety, it will have an impact on shoppers' spending," especially those who shop on credit, said Kevin Regan, senior manager director at FTI Consulting.

Some, like New Yorker Linda Hampton, shopping at a Best Buy store, hope lawmakers will somehow avert the "cliff."

"It would be a disaster. Our taxes will go up. But I think our president will step in," Hampton said.

Talks to avoid the fiscal cliff stalled on Thursday when Republican lawmakers rejected House Speaker John Boehner's proposal aimed at winning concessions from President Barack Obama.

HO-HUM CHRISTMAS ?

"What could have been a merry Christmas is going to turn to a ho-hum Christmas, and we can thank our, you know, politicians for getting in the middle of it all," NPD analyst Marshal Cohen said. "This great unknown puts a big damper on the consumer feeling confident to go out and spend more."

Malls from New York to Illinois to California had modest crowds on Saturday, but experts said shoppers could simply be procrastinating. Unlike the past couple of years, when Christmas fell on a weekend, the holiday falls on a Tuesday this year, giving last-minute shoppers more breathing room.

Also, many retailers were still offering free shipping and promising to deliver items by Christmas Eve.

"The traffic you see out and about may not necessarily give you the full picture," said Ramesh Swamy, an analyst at Deloitte.

Shoshana Pucci, senior marketing manager at Glendale Galleria in Southern California, said she expected these shoppers to even make multiple visits rather than do all their last-minute shopping in one go on Saturday.

The holiday quarter can account for about 30 percent of annual sales and half of profit for many chains.

More than 60 percent of U.S. consumers have already finished more than three-quarters of their holiday shopping, according to a Reuters/Ipsos poll released on Thursday. This means retailers will have to bait shoppers with big discounts to get them to open their wallets in the last lap of the holiday race.

While Cohen and Friedman expected retailers to pull out all the stops this weekend to woo last-minute shoppers, some others expected discounts to be less aggressive since retailers did a better job of managing inventory this year.

"Customers will not be finding deals as good as last year," said Scott Tuhy, a vice president at Moody's. "I haven't seen 60-70 percent off sales as much."

While Barnes & Noble offered 25 percent off on any one item except Nook products, Ann Inc's Loft chain offered 50 percent off on everything except new arrivals. Gap offered 40 percent off on all denims, while Victoria's Secret advertised $5 lacie panties and $10 off some yoga wear.

Stores of Macy's and Nordstrom were some of the busiest at Roosevelt Field mall in Garden City, on New York's Long Island, but crowds were moderate at the J.C. Penney store.

This week, research firm ShopperTrak lowered its sales forecast for November and December and now expects sales to be up 2.5 percent, rather than up 3.3 percent.

Many retailers reported record traffic on Thanksgiving Day and the subsequent weekend, but several, including Macy's Inc and Saks Inc, lost a lot of business in early November because of Superstorm Sandy.

Sales for the November-December holiday season look set to rise 4.1 percent to $586.1 billion this year after a 5.6 percent increase in 2011, according to the National Retail Federation.

"Retailers are going to be pretty challenged this year in trying to get beyond all this," Cohen said, referring to a string of events this holiday season that have weighed on U.S. shoppers including the hurricane, gridlock in Washington and the Dec. 14 shooting at an elementary school in Connecticut.

NRF sees 2013 retail sales rising about 2 to 2.5 percent if the fiscal cliff is averted. If not, sales would be essentially flat for the year, the trade group estimated in a study with Macroeconomic Advisers.

Mali militants seek peace after UN backs force

BAMAKO, Mali (AP) ? The al-Qaida-linked group that controls much of northern Mali and other rebels agreed Friday to cease hostilities in the areas they control, a day after the United Nations backed a regional plan to oust the Islamists from power in a military intervention next year.

Ansar Dine, which controls the northern cities of Timbuktu and Kidal, and a secular rebel group known as the NMLA made the concessions following talks in neighboring Algeria.

The two groups vowed "to refrain from all actions that would cause confrontation and hostilities in the areas that they control."

They also vowed to work to free hostages in northern Mali, where al-Qaida's North Africa branch has made millions of dollars through ransoms and is currently holding seven French nationals captive.

The U.N.'s most powerful body on Thursday authorized an African-led force, but made no mention of size and set no timeline for military action.

U.N. peacekeeping chief Herve Ladsous said recently he does not expect a military operation to begin until September or October of next year.

Ansar Dine had previously met with government representatives in talks that were facilitated by the government of Burkina Faso. As a result, other militants in the north have sought to join Ansar Dine recently including members of the secular NMLA group.

Malians living under the grip of al-Qaida-linked militants expressed dismay Friday that it could be nearly a year before a regional military intervention to oust the Islamists from power.

"We want rapid military action to liberate our cities," said Alphadi Cisse, who lives in Timbuktu. "There is no school, there is no work and no money. We are fed up with this situation."

The mayor of Timbuktu, which is controlled by the Islamist group Ansar Dine, has described conditions there as "a living hell." The al-Qaida-linked militants have imposed their version of strict Islamic law known as Shariah.

They have stoned to death a couple accused of adultery, hacked off the hands of thieves and have recruited children as young as 12 into their ranks. Heavily armed men also have attacked bars that sell alcohol, and banned men and women from socializing in the streets.

The turmoil has decimated the economy of Timbuktu, once a thriving tourist town.

Thursday's resolution adopted unanimously by the U.N. Security Council welcomes troop contributions pledged by the West African regional bloc ECOWAS and calls on member states, including from the neighboring Sahel region, to contribute troops to the mission.

Council diplomats say the best-trained African troops in desert warfare are from Chad, Mauritania and Niger.

The resolution stressed that there must be a two-track plan ? political and military ? to reunify the country, which has been in turmoil since a coup in March. Islamist groups were able to take hold of northern Mali, an area the size of Texas, after the March coup created a power vacuum.

Coup members created new political turmoil earlier this month when they arrested the country's prime minister and forced him to resign ? a move that raised new concerns about the ability of the Malian military help regain control of the north.

The U.N. resolution also emphasizes that further military planning is needed before a force could be sent and it asks Secretary-General Ban Ki-moon to "confirm in advance the council's satisfaction with the planned military offensive operation."

France's U.N. Ambassador Gerard Araud told reporters Thursday that it's premature to say when the military operation will take place because African and Malian troops must be trained and much depends on the political process and the country's extreme weather.

Northerners in Mali say the longer the world waits, the more entrenched the militants are becoming.

Hamadada Toure, a teacher from the city of Gao, urged the international community to follow through swiftly on its pledges to help free the north.

"If the resolution is not acted upon to chase the Islamists out of towns, all the comings and goings of diplomats and the mobilization of the international community are a bluff," he said from southern Mali where he sought refuge earlier this year.

Putin: Russia no defender of Syrian president

BRUSSELS (AP) ? President Vladimir Putin said Friday that Russia isn't a defender of Syrian President Bashar Assad and wants to see a democratically elected government, but held his ground on his stance that peace in Syria can only be achieved through talks.

Putin's statement at the end of talks with EU leaders in Brussels appears to be part of Russia's efforts to distance itself from its old ally, who has been weakened by opposition victories on the battleground and increasing international isolation.

But Putin made no indication that Moscow could change its stance and stop blocking international sanctions against the Syrian regime.

"We aren't a defender of the current Syrian leadership," Putin said.

He said that a lasting peace in Syria can only be reached through a peace agreement that would ensure the protection of various religious and ethnic groups in Syria.

Russia would like to see a "democratic regime in Syria based on the expression of people's will," he said.

Russia has backed its last Middle East ally since the uprising against Assad began in March 2011, using its veto power along with China at the U.N. Security Council to block three resolutions containing sanctions against Damascus.

But, Putin's primary concern while meeting wit European leaders in Brussels was energy market regulations, which Moscow has described as discriminatory against Russia's state-controlled Gazprom gas company.

European officials have warned Gazprom that it would have to allow third-party gas producers to use the prospective South Stream pipeline to comply with its new regulations. Russia considers the pipeline key to its strategy of strengthening its supply to Europe, its most important export market.

But, the EU bans suppliers from owning transit facilities such as pipelines. Europe gets about a quarter of its gas from Russia.

Putin strongly criticized the EU energy regulations as he sat down for talks with European Council President Herman Van Rompuy and EU Commission President Jose Manuel Barroso.

"It creates confusion and undermines confidence in our mutual work," he said.

Gazprom is also facing an EU probe to determine whether it violated competition rules by linking gas prices with prices for oil.

Russia has argued that South Stream, which will run under the Black Sea and circumvent the U.S.- and EU-backed Nabucco pipeline project, should be exempt from the market regulations. The pipeline's construction began earlier this month.

Alexander Konovalov, the head of the Institute for Strategic Assessment and Analysis, an independent Moscow-based think tank, Russia's chances of winning any concessions for Gazprom look slim, as the EU's effort to diversify supply routes has reduced Moscow's room to maneuver.

"The EU already has done a lot to diversify sources of energy supply, and it will continue doing so," he said. "Moscow will find it increasingly difficult to use gas as an instrument of political and economic pressure."

Another hotly contested subject at the negotiations was Russia's increasingly impatient push for visa-free travel with EU countries. While the EU has argued that Russia's porous frontiers with its ex-Soviet neighbors make visa-free travel impossible at this point, the Kremlin has criticized EU officials for dragging their feet for years.

Putin pointed at the EU's visa-free travel agreements with 40 other nations across the world, saying that Brussels refusal to strike such a deal with Russia has negatively affected relations.

EU leaders said after the meeting that they had also discussed human rights in Russia.

Konovalov said Russia's rights record has adversely affected its ties with Europe. "The lack of trust doesn't help encourage business activities and develop contacts," he said.

Outside the European Council building in Brussels on Friday morning, journalists saw four topless female demonstrators, apparently members of the feminist protest group Femen, wrestled to the ground by police and taken away.

Brussels police did not immediately confirm the arrests.

In a move that appears to reflect Moscow's desire to avoid further criticism at the summit, the Kremlin-controlled lower house postponed a debate on a controversial bill that would introduce sanctions for providing minors with information on homosexuality, which it termed "homosexual propaganda." Similar laws passed by regional legislatures in several Russian provinces caused dismay in the EU.
